The creation by the U.S. Congress of a completely new, race/ancestry based government in Hawaii, without a vote on the matter by qualified voters in Hawaii, is a serious violation of the basic democratic process and of States' Rights.

In 1959, the Congress required such a vote before conferring Statehood on Hawaii. The drastic changes in Hawaii's government proposed in the Akaka Bill should also require such a plebiscite before receiving Congressional approval.

We the people of the State of Hawaii and other concerned citizens of the United States of America respectfully request that the U.S. Congress postpone any further action on the Akaka Bill until the voters of the State of Hawaii have been allowed to vote on the matter and that the Congress take their views into account in considering the Bill.

Who started this Akaka Bill thing, anyway? And how did it get to congress before anyone voted on it?
